Navarre is home base. These are statewide FWC license rules. For size limits, bag limits and seasons, use FWC saltwater recreational regulations. More fishing guides: fishing, kayak fishing, Navarre pier.

Shore

Florida residents who only saltwater fish from the land or a structure attached to land may get the no-cost resident recreational saltwater shoreline fishing license. It does not cover anyone fishing from a boat or from an island they reached by boat. A resident who already holds a recreational saltwater fishing license, or another license that includes those privileges, does not also need the shoreline license. The FAQ says a resident regular saltwater fishing license that covers shore and vessel costs $17.

Non-residents are not eligible for the shoreline license. Unless a charter or pier license covers them, the FAQ says they need a non-resident saltwater license at $17 for three days, $30 for seven days, or $47 for one year. Those prices include administrative fees. Handling fees are additional.

The saltwater license page lists the same saltwater fishing license prices: resident annual $17, resident five-year $79, non-resident annual $47, non-resident 3-day $17, non-resident 7-day $30. It says prices on the site include an issuance fee allowed by Florida statute, and a vendor may also charge an issuance fee of 50 cents.

Wading is still “from shore” on the FAQ if the angler can stand on the bottom and does not arrive or leave by boat. Arriving by boat means the shoreline license does not apply.

Shoreline exemptions named on the FAQ: residents 65 or older, children under 16, resident disabled persons who meet the qualifications on that page, active-duty military personnel while home on leave, anglers on a licensed pier, and resident anglers drawing food stamps, temporary cash assistance, or Medicaid with the identification that page describes. A separate home-county exemption covers a pole or line with no line-retrieval mechanism, using natural bait.

Pier

The pier license is issued to an owner, operator, or custodian of a pier. It covers everyone saltwater fishing from that pier. The annual fee is $501.50, which includes a $1.50 administrative fee, and it is valid for one year from the start date. The shoreline FAQ lists anglers who fish from a licensed pier among the shoreline-license exemptions. This page does not say the Navarre pier holds that license. Vessel and pier licenses

Kayak

Kayak anglers: the shoreline license does not cover fishing from a boat, or from a shoreline you reached by boat.

Boat

A recreational vessel license costs $2,001.50 a year and covers anyone saltwater fishing from that vessel. You need the vessel registration to get it. It’s separate from the $17 individual resident saltwater license, which covers both shore and boat. Charter and headboat licenses are a different purchase.
